Why moonsoon have not yet arrived in Rohtak?

City is waiting for its annual heavy rainfall. Though it showers in intervals but intensity of rain is much less as compared to how much it rains every year.
Monsoon is arriving very late and exiting even later , the Indian Meteorological Department said at its annual monsoon forecast conference.
